A HUBZone & 8(a) sole-source/directed contract can be awarded for the benefit of the procuring agency. The Small Business Administration (SBA) allows an award of $4.5 million for services contracts and $7.5 million for manufacturing requirements.

SBA has enabled Government agencies to allow preferred pricing evaluation for HUBZone vendors due to the HUBZone personnel requirements. The offer of a HUBZone business must be considered lower than the offer of a non-HUBZone business, provided that the offer of the HUBZone small business is not more than 10 percent higher.

A competitive HUBZone & 8(a) set-aside contract can be awarded if the contracting officer has a reasonable expectation that at least two responsible HUBZone & 8(a) small businesses will submit offers and that the resulting contract can be awarded at a fair market price. Agencies can also create set-asides for specific orders within Multiple Award Contracts that were awarded through full and open competition.

When contracts are worth $150,000 or less, they are automatically set aside for small businesses. Agencies have discretion to choose a aside specifically for businesses in socio-economic programs like HUBZone & 8(a).
